What are the best affiliate networks for a publisher to join (on a low budget)?

I just launched my new website and i want to make my site affiliate-minded. Sites such as commission junction are great for big-sized companies to instantly get a truck load of affiliate promothing their business. But what are the best affiliate sites for publishers having only a small or medium sized online company?

Clickbank is primarily for digital products and eBooks.

Looks like your site is selling digital products? is it about advertising? if it is, you can actually used clickbank.

I assume you are wanting software to track sales and clicks generated by your affiliates.

Or maybe you want to earn money as an affiliate of some marketing company?

It depends on your site theme. You had mentioned on a low budget, but I believe affiliate programs must be free to join!!!

As far as I had seen most affiliate programs are free to join, so never pay anyone to join their affiliate program.
